When a battery is not maintained, what happens is called sulfation which builds up on the lead plates of the battery inside. When this happens, the battery is not releasing the acid into to water as it charges as it normally does. So in effect, you are only getting a partial charge, or no charge at all in some cases. When you go to use your battery, the cells that are sulfated will not hold a charge and will fail rather quickly.
